The fourth UK National Lottery license is set to be probed by the National Audit Office (NAO). This comes amid scrutiny targeting Allwyn and the suboptimal lottery sales. Allwyn Was Selected as Camelot’s Successor Allwyn won the fourth National Lottery license, replacing Camelot as the custodian of The National Lottery. The licensing process, however, was mired in controversy, as some questioned Allwyn’s ability to achieve the same success with the lottery. While Allwyn vowed to modernize the lottery and has been working on it, introducing new products, systems, and even launching the Powerball game in the UK, critics previously scrutinized the pace of these upgrades and whether the company had been doing enough. The focus of the NAO’s study, however, will not be Allwyn, but the UK Gambling Commission (UKGC), the Department for Culture, Media and Sport (DCMS), and how the two have handled the new lottery license and the transition from Camelot to Allwyn. NAO to Probe How UKGC and DCMS Handled the Fourth License In its announcement, the NAO noted that The National Lottery is responsible for raising billions of pounds for a slew of good causes all over the UK. These can include sports, arts, heritage, and communities. With that in mind, the UKGC is tasked with regulating the lottery and ensuring that it is managed in a way that maximizes the returns to good causes. In the fourth National Lottery license, the UKGC introduced a new operating model that provides the lottery’s custodian with more flexibility. In addition to that, this was the first time that the license went to a company other than Camelot since the lottery was established in 1994. The subject of the NAO’s probe will be to determine whether the fourth National Lottery license has been designed, implemented, and overseen effectively. To that end, the NAO will try to determine if the UKGC and DCMS have prioritized the successful delivery of the lottery when designing and awarding the fourth license, properly overseen the transition from Camelot to Allwyn, and identified and applied lessons from the fourth license to support delivery through to 2034 and inform future lottery licensing arrangements. The NAO hopes to complete its investigation by the end of next spring.
