(Image: Getty) Jeffrey Donald Baier, 70, of Elmwood, was charged with criminal sexual conduct and disorderly conduct, both misdemeanors. If convicted on both counts, the charges come with the possibility of up to a year in jail and $4,000 in fines. Charging documents, first reported by The Watch MN, allege that Baier ordered a drink on the evening of Aug. 29, 2026, at the Treasure Island Resort & Casino in Welch, Goodhue County. When the 19-year-old female cocktail server handed him his drink, Baier allegedly tucked a $1 bill into her cleavage and asked, “Do you like that?” According to the complaint, officers with the Prairie Island Police Department responded to the tribal casino at 7:34 pm on a call of unwanted touching. After reviewing surveillance video, law enforcement corroborated the employee’s account. Unwanted Advance The casino server told police that she noticed Baier staring at her breasts when he ordered his drink. The victim said she had not given the customer permission to place the dollar bill on her breasts, and that she felt him touch her cleavage. According to the arrest details, Baier told investigators that he “did not mean anything by it.” He claimed he put the dollar bill between her breasts because her hands were full. Baier was nonetheless booked into the Goodhue County Adult Detention Center, where he was later released on personal recognizance. Casino.org did not find any other Minnesota court cases for Baier. Are Drinks Free at Casinos? Decades ago, complimentary alcoholic drinks on casino floors were the norm. The perk, however, has become less common in recent years. Even in Las Vegas, free drinks have been minimized, with machines now telling cocktail servers if they can comp a player’s beverage by illuminating a light. At Treasure Island, a tribal casino owned and operated by the Prairie Island Indian Community, free booze is typically reserved for those actively playing in the High Limit Area and on select table games with high minimum bets. Complimentary drinks are afforded to Island Passport Club members who reach the Explorer tier level, which requires 30,000 points annually. The drinks must be ordered at casino bars. On slots, players receive one Island Passport Club point for every $5 wagered. Points on tables are accrued based on time played and average bet.
