Google’s recent policy updates expand the visibility of personalized gambling ads on YouTube across several new countries. Notably, this change does not apply to prediction market advertisements, which remain limited to several US states. Users in these select jurisdictions will continue to see promotional materials from prediction platforms like Kalshi, which continues to invest heavily in marketing. Google Has Strict Controls over Gambling Ads An October 30 change to YouTube’s advertising policies will allow gambling companies to expand their marketing efforts in several new countries. The updates allow personalized gambling ads in the USA, Canada, and the United Kingdom. Targeted ads are tailored to specific audiences based on their viewing patterns and are generally considered more effective. Google notes that this expansion will not affect the robust safeguards associated with gambling-related content. Gambling ads are only visible to a specific audience group curated exclusively by Google. The platform monitors viewers for sensitive signals and won’t display certain ads if it detects that the user might be underage or otherwise unsuited to the specific type of content. Certain types of gambling ads still require Google certification. Gambling ads must target approved countries, include responsible gambling information, and never target minors. Despite these restrictions, problematic ads sometimes slip through. In July, Google was forced to pay a substantial $854,250 fine in Italy tied to the company’s alleged advertising of illegal gambling on YouTube. Prediction Markets Remain a Special Case While Google’s newest update expands the scope of gambling-related ads, prediction markets remain a separate category. Marketing efforts are only permitted in the United States, excluding Connecticut, Michigan, Nevada, New York, and Ohio. Platforms that want to advertise on YouTube must also have a valid Commodity Futures Trading Commission (CFTC) license as a Designated Contract Market (DCM). Kalshi, one of the leading US prediction platforms, is well-known for its aggressive marketing and will likely remain active on YouTube. The company has secured a significant market share thanks in no small part to its exclusive data deal with CNBC and its integrations with CNN and FOX. Its online ads are also ubiquitous in all jurisdictions where its offerings are permitted. YouTube’s gambling-related ad policies continue to evolve as it adapts to shifting industry dynamics. Earlier in October, the platform relaxed some restrictions, significantly improving the reach of gambling ads by allowing them to use the platform’s Masthead system. To apply, companies must meet strict disclosure requirements and ensure their content is available only in jurisdictions where they hold a valid license.
