Ontario is courting major casino operators to invest in Niagara Falls as part of a long-term plan to develop tourism that is expected to bring in more than $3 billion in gaming investment and create thousands of jobs. Ontario Opens Niagara Gaming Market to New Casino Operators The investment process was announced on October 28 by the provincial government and the Ontario Lottery and Gaming Corporation (OLG). The initiative could also bring in as many as three new casino operators to the region, upping the ante in Niagara’s land-based gaming market. Interested companies must submit initial expressions of interest by December 3, 2026. Shortlisted candidates will be invited to submit full proposals for integrated casino resorts. A successful operator will need to invest a minimum of $1.5 billion and pay an entrance fee of $100 million. Ontario plans to charge a 9.75% gaming tax rate to operators entering the Niagara market. The government expects the gaming expansion will create more than $3 billion in direct investment over the next 20 years. Another $600 million in private-sector investment could be forthcoming through other projects tied to the overall Destination Niagara Strategy. The scheme is also expected to generate over 10,000 jobs in construction. Changes to existing casino market arrangements are expected to be offset by additional economic activity and entrance fees, to make up for any potential provincial revenue losses. Zee Hamid, Ontario’s Tourism, Culture and Gaming Minister, said the expansion would help attract investors, support employment and strengthen the tourism industry in Niagara. The government wants the region to become a tourist destination all year round. Niagara Casino Expansion Targets 25M Annual Visitors The plan is in line with a deal made earlier in 2026 between OLG and MGE Niagara Entertainment Inc. The deal lifts MGE’s current exclusivity rights, opening up the local land-based gaming market to other operators. The new framework will initially allow up to three operators. Depending on tourism performance, market conditions, and how the operators are doing, Ontario could look at extending it beyond the initial 10 years. The expansion is part of a wider strategy by Ontario to draw more than 25 million visitors to Niagara annually, inject $3 billion into the provincial economy and create approximately 46,500 permanent jobs. The strategy is based on private investment in tourism attractions, hotels, entertainment and dining without reliance on government funding. The announcement comes amid scrutiny of Ontario’s broader gambling industry over market performance and consumer protection. Most recently, a report questioned transparency at iGaming Ontario after documents apparently showed the agency suppressed research that would have investigated problem gambling rates. The agency has questioned the study’s methodology. In that context, the Niagara expansion is a big push to draw private capital and boost tourism spending. However, the government’s ability to balance economic growth with responsible gambling oversight will be an important watch point as the province reshapes its gaming market.
