Renel Troutman, 24, is accused of being a middleman in a wider criminal enterprise that prosecutors say also smuggled drugs into jails, while trafficking firearms and laundering money. Troutman allegedly worked with a suspect named in court documents only as “Individual 1” to smuggle paper soaked with synthetic cannabinoids, commonly known as K2, into jail facilities. One seizure alone was estimated to contain enough K2 for roughly 2,000 to 3,000 individual doses. “I’m the legs you need me without me you can’t get nothing inside,” Troutman told Individual 1, according to the indictment. Hard Rock Bet Wagers, $2,400 Debt As well as drugs, federal investigators say Troutman and Individual 1 repeatedly discussed Hard Rock Bet wagers, sports picks, live betting, wager amounts, and expected profits. In March, Troutman allegedly sent his associate a gambling ledger showing $300 owed by someone nicknamed “Madden,” another $300 connected to an inmate named “Fool,” and a $2,400 balance linked to another inmate who is unnamed. The pair allegedly continued placing bets while chasing outstanding debts, with prosecutors saying the constant cycle of new wagers and collections showed Troutman was part of a continuing gambling business rather than merely doing an occasional favor. Individual 1 also allegedly asked Troutman to identify opportunities to collect gambling debts from inmates. Troutman allegedly pressed his associate to make sure gambling debts were settled, saying he needed “every dollar” and warning that Individual 1’s reputation was on the line over the bettors he brought into the operation. When Troutman was arrested on Sept. 30, he allegedly tried to characterize his role as merely gambling-related before investigators challenged him over intercepted electronic communications with Individual 1. Panda Express Ploy The pair allegedly discussed whether the paper was too large or thick and how it could be folded or compressed to make it easier to conceal. At one point, Troutman allegedly suggested hiding the drugs in a food delivery because correctional officers would be unlikely to open someone’s meal. The suspects referred to K2 as “papers,” “sheets,” “big s–ts,” “drops,” and “scrolls,” according to the complaint. Individual 1 then arranged for a Panda Express delivery, while Troutman allegedly helped coordinate its arrival and destination inside the facility. Troutman faces charges of conspiracy to possess controlled substances with intent to distribute, Hobbs Act extortion under color of official right conspiracy, and racketeering promotion.
