The city of Springfield has brought legal proceedings against MGM Resorts International for purported violations of its Host Community Agreement, while MGM maintains the lawsuit inhibits its intended transfer of ownership in MGM Springfield. The legal action was initiated by Springfield against MGM Resorts and Blue Tarp Redevelopment in Hampden Superior Court after an unsuccessful series of negotiations. As per Springfield officials, MGM Resorts and Blue Tarp have failed to fulfill several obligations set forth in the Host Community Agreement of 2013, including provisions related to hiring practices and casino operations. The requirements include hiring a workforce of at least 3,000, having 2,800 to 3,000 slot and video gaming machines, and running 75 to 100 tables. MGM claims it informed Springfield officials of its intention to sell it to another service provider by early 2024. The firm claims that it had given information about the buyer and assurances about the continuity of responsibilities. The parties have had discussions with respect to the planned usage of 101 State Street. According to MGM, it and its potential buyer were open to the possibility of transforming the site into a hotel, despite the costs. MGM now argues that Springfield’s actions have delayed the proposed sale, while the city says it negotiated in good faith before turning to litigation.
