Mexico’s Federal law on games and draws final stage of review

According to the Interior Secretary Rosa Icela Rodríguez, the Federal Law on Games and Draws of Mexico is at the final stage of internal review. The first announcement of law was made in September 2025 and unedrgone multiple reviews since then. Interior Secretary Rosa Icela Rodríguez said: The internal review of the law with the different agencies that make up the government and that may have some involvement with casinos, betting establishments or entertainment centers is almost finished. According to Rodríguez, the proposal has been assessed by various federal institutions. The proposal will be included in the agenda of the security cabinet next. The inclusion of Risk Based Approach among normative means of the new framework is one of its most prominent features. For entities involved in Vulnerable Activities, identification, assessment, classification and documentation of risks stemming from customers, transactions, products, services, operational channels and geographical areas have to be done. The rules facilitate further customer due diligence, identification of beneficial owners and politically exposed persons, internal controls, recordkeeping and reporting to the supervisory authority. Supervisory authorities, in accordance with legislation, introduce Risk-Based Approach to supervision, where they focus on the activities with high risk of money laundering. The framework employs measures of ‘proportional compliance’, which means that the obligations and supervision actions can vary in accordance to the risk of the Vulnerable Activity. The implementation of the law will be progressive and allow the regulated entities to modify their internal processes and enhance compliance skills. In conclusion, reforming the gambling law along with the strengthening of measures aimed at counteraction money laundering signifies the movement to more strictly regulated gambling industry in Mexico, with the emphasis of focus on increased transparency, financial oversight and compliance with regulations.
