Philip Lee Sullivan, 43, former director of the Florida Council on Compulsive Gambling’s 888-ADMIT-IT helpline, has been sentenced to nearly 10 years in state prison for embezzling money from ex-employer Royal American to support his gambling addiction. Sullivan Was Sentenced for Embezzling Money from Former Employer Sullivan was arrested in March 2024 after an internal audit revealed numerous unauthorized transactions on a company-issued credit card, according to WJHG-TV. He was subsequently fired, and the Bay County Sheriff’s Office initially charged him with grand theft involving more than $100,000. According to the arrest affidavit, Sullivan allegedly used the company credit card to purchase gift cards and cash cards online. The transactions reportedly began in April 2023 and continued until his arrest in 2024. On October 16, 2026, Sullivan pleaded guilty to six felony charges in Bay County, and a judge formally adjudicated him guilty on all counts, according to court records cited by WJHG-TV. He was sentenced to 118.5 months in the Florida Department of Corrections, with all six sentences to be served concurrently. He was also ordered to pay nearly $1.5 million in restitution to Royal American, the Panama City-based company where he previously served as chief financial officer. Sullivan Continued Gambling While Being Director of the Helpline In March 2025, Sullivan took over as helpline director for the Florida Council on Compulsive Gambling, which operates 888-ADMIT-IT, the state’s problem gambling helpline. In a podcast interview published by ODAAT Gambling Awareness just three days before his sentencing, Sullivan spoke about how his gambling addiction had destroyed his savings and left him deeply in debt. According to the ODAAT Gambling Awareness interview, Sullivan had been in recovery from his gambling addiction for more than two and a half years. Despite that, he continued gambling in the hope of winning enough money to repay the funds he had stolen. During the hearing, Sullivan’s family and defense attorneys argued that the prescription medication Adderall, commonly used to treat ADHD, had worsened his gambling behavior. ADHD Medications Blamed for Sullivan’s Actions Sullivan’s wife, Mallory, testified that she noticed a change in his behavior after he started taking the medication. She told the court that she firmly believed he would not have committed the offense had he not been taking the medication, according to WMBB. However, prosecutors argued that Sullivan had deliberately planned the thefts and taken steps to conceal them. Royal American controller Shannon Scribner testified that he had manipulated the company’s financial controls by using corporate credit cards to purchase gift cards and cash cards online. According to Scribner, Sullivan intentionally bypassed safeguards designed to prevent fraud rather than merely taking advantage of an opportunity.
