Less than two years after the biggest breakthrough in the country’s betting market, Brazil decided this Friday (25) to revert to its 2018 stance and eliminate legalized betting operators, effectively driving more than 30 million bettors into the hands of thousands of illegal sites. This is the assessment by the National Association of Games and Lotteries (ANJL) regarding the Provisional Measure published by the Federal Government. The decision to shut down an entire industry overnight—which involved hiring thousands of Brazilian professionals, setting up offices, and hosting countless events that benefited a vast chain of workers—also eliminates tax revenue that reached nearly R$ 10 billion in the first half of 2026 alone. Funds that will no longer go to healthcare, social security, sports, and public security, among other beneficiary sectors. Faced with the bewilderment of companies affiliated with the ANJL, the association states that it is already taking appropriate measures to overturn the Provisional Measure by bringing the matter to court. “The licensing fee represents a payment made by companies in exchange for the right to operate fixed-odds betting services for five years. The claim for reimbursement would cover not only the R$ 30 million but also compensation for material damages—reflecting all investments made by the sector in the country—and for non-material damages. ,” explained Plínio Lemos Jorge, president of the ANJL.
