UK Lawmakers Raise Alarm over New National Lottery CEO

While the appointment of Phil Walker as interim CEO of lottery giant Allwyn was initially viewed as just another leadership shift, several UK PMs are growing increasingly concerned about his involvement. Walker’s track record with some of the gambling industry’s biggest names and his previous clashes with UK regulators have led some lawmakers to question whether he is truly suitable for the position. Allwyn Remains Highly Influential Walker emerged as Allwyn’s interim CEO earlier this August after Andria Vidler departed from her leadership position at the company. At the time, Walker seemed like a natural choice. He is a veteran at Willian Hill, serving in a variety of roles, such as UK & Ireland managing director, online managing director, and CCO. During that time, the operator grew its market share. Upon taking this new role, Walker commented on the role the lottery played in communities across the UK and pledged to continue its growth and refinement. Other Allwyn executives were also optimistic regarding his hiring, trusting him to continue strengthening the National Lottery for players, retailers and Good Causes. As the company holding the UK’s 4th National Lottery license, Allwyn has significant responsibilities. The operator has pledged to modernize the sector, bolster player engagement and reach new audiences while doubling down on user safety. However, some UK MPs now fear Walker’s proficiency in the gambling sector may not be what the National Lottery needs. Concerned Lawmakers Petitioned the UKGC UK MPs Dawn Butler and Iain Duncan Smith have sent an official letter to the UK Gambling Commission (UKGC), urging the regulator to examine Walker’s appointment. They drew attention to a 2024 personal fine imposed by the regulator on Walker. At the time, the UKGC accused the Willian Hill executive of significant money laundering and anti-terrorist financing failures. The two MPs were also concerned about Walker’s boardroom position in Game Nation, a popular chain of UK adult gaming centers (AGCs). These venues have drawn sharp criticism due to their high concentration of slot machines and their alleged role in perpetuating gambling-related harm. Walker previously pledged to help grow Game Nation’s market share, a stance that may conflict with his new position. Butler and Smith’s letter asks the UKGC to determine whether Walker’s experience with gambling companies makes him compatible with the UK lottery. While it is unlikely that the regulator will get involved in the company’s leadership decisions, this case raises questions about the overlap between retail gambling and the National Lottery, and whether this will affect player safety.
