South Korean police have dismantled one of the largest illegal online gambling networks ever uncovered, an operation that allegedly handled $17.2 billion in wagers across 188 casino websites. Police in South Korea have uncovered a massive illegal gambling operation with alleged links to Vietnam and Cambodia. Investigators say the network generated around $112 million in criminal proceeds over more than three years. Twenty-one have been detained following an investigation into what is comfortably South Korea’s largest ever gambling bust. The suspects allegedly built and distributed 188 casino websites between March 2023 and July 2026, working from offices in South Korea, Vietnam, and Cambodia. Casino Sites in 10 Minutes What set the operation apart was the speed at which it could turn out new gambling sites. According to police, the network recruited software developers who had previously worked for major South Korean corporations. They developed an in-house program capable of producing a casino website in around 10 minutes. The group contracted with legitimate overseas gaming companies to obtain casino video feeds and virtual gaming credits, which it then passed to the website developers. The developers packaged those materials into ready-made online casinos and supplied the sites to smaller operators, charging a maintenance fee of 3 million won (about $2,250) per site each month. Those operators recruited customers through the owners of adult-only internet cafés across South Korea, earning money through the sale of gambling credits. Police estimate that gamblers wagered 23 trillion won (about $17.2 billion) across the sites during the operation’s roughly three-year lifespan. That figure represents the amount bet, not the gang’s profits. Investigators put criminal proceeds for the two main supply groups at 150 billion won (approximately $112 million). The casino-feed suppliers allegedly took 120 billion won, while the website developers made about 30 billion won. 795 Bank Accounts Traced The investigation began in November 2025 when police arrested lower-level site operators and then began moving up the supply chain. Officers examined transactions involving 795 financial accounts and reviewed messages exchanged through overseas messaging services. They said the suspects frequently shifted offices between South Korea and Southeast Asia and used foreign servers to make themselves harder to trace. Of those apprehended, 25 were associated with the supply operation, 33 with gambling-site operations, and 19 were gamblers. Police have also brought organized crime charges against 24 people connected with the website-development business. Authorities say they have shut down all 188 sites, blocked 408 associated web addresses, and secured a pre-indictment freeze on 9.6 billion won (about $7.2 million) in suspected criminal proceeds. Police are also seeking Interpol red notices for 12 suspects who are believed to have fled overseas.
