Diamond’s legislation would legalize skill games in clubs, liquor-licensed restaurants and bars, and qualifying truck stops, with up to five machines at each location. His proposed tax rate would be 20% of skill game revenue. To placate the rest of the gambling sector, Diamond’s proposed legislation would lower the tax rate on casino slot machines and online casino games to 49.9%. Diamond’s Proposal Would Benefit Homeowners These bills also aim to redistribute gambling revenue. Diamond aims to secure reliable funding for the Race Horse Development Trust Fund, increase financing for the treatment of compulsive gambling, and secure contributions toward the state’s General Fund. The proposal also envisions an annual gaming dividend to eligible homeowners that will rise alongside legal gambling revenue. The proposal would increase relief for 96% of the state’s homeowners. With the October deadline fast approaching, the future of skill games is becoming increasingly unclear. The machines have been operating in a legal gray area for roughly 12 years. Supporters argue that they provide a vital source of revenue for small businesses and community-facing organizations. They have consistently lobbied for a regulatory system rather than an outright ban. One alternative proposal would impose a $500 monthly fee for each machine. However, Diamond’s proposal goes the extra mile, incorporating skill games into the state’s broader tax structure. However, it remains to be seen whether lawmakers will support any bill before the October deadlines. If they cannot, small businesses in Pennsylvania will likely lose access to what has become a common feature in many clubs, restaurants, and bars.
