Woman Believed to Be Behind Graves County Lottery Scam Faces Prosecution

The Graves County Sheriff’s Office reported that a woman believed to be one of the masterminds behind a local lottery scam is facing extradition proceedings for her return to Kentucky, where she will face prosecution. The Scheme Cost Kentucky Residents $80,000 The Sheriff’s Office clarified that the case dates back to September 2025, when citizens of Graves County received mail telling them they had won $250,000,000 from the lottery. The letters invited the “winners” to submit deposits that the scammers claimed would cover IRS fees. According to the Graves County Sheriff’s Office, locals who trusted the fraudulent letters collectively lost $80,000. After victims complained, an investigation was launched. Since the investigation kicked off, the Graves County Sheriff’s Office identified six suspects. The fourth such suspect was the 29-year-old Jenel Chrissancia Rowe, who is known to reside in Florida and Jamaica. Officials said that the money submitted by victims of the scheme went to Rowe’s account, causing investigators to believe that she was one of the masterminds behind the operation. The warrant for Rowe’s arrest states the following: The victims were scammed through the mail and were led to believe they were the recipient of $250,000,000 in lottery winnings and were instructed to deposit money directly into Rowe’s account to pay for IRS fees. Rowe has been identified as one of six co-conspirators who have been linked to these crimes. She was flown into the Nashville International Airport and handed over to Tennessee officials. The announcement clarified that Rowe is now facing extradition proceedings for her custody to be transferred to the Graves County Sheriff’s Office. This will allow her to be prosecuted in Kentucky. Rowe is not the only person to be arrested in relation to the aforementioned lottery scam. The Graves County Sheriff’s Office said that three others are currently being held in custody as they await court proceedings.
