L&L Europe has been fined €1.07 million following an investigation by the UK Gambling Commission into delayed withdrawals, failures of anti-money laundering (AML) procedures and failures of social responsibility regulations. These breaches took place from October 2024 to October 2025 over a number of engaging sites operated by L&L Europe, such as All British Casino, CasinoCasino and HyperCasino. The investigation indicated that L&L Europe’s terms and conditions allowed customers to put in just a single withdrawal request: the following requests would be halted until the initial one is approved. Moreover, there were delays in completing some withdrawals for reasons that are not related to the legal or regulatory requirements, which is found by the regulator to be unreasonable under the provisions of the Consumer Rights Act of 2015. Additionally, the bookmaker included some transactions in its manual screening process for money laundering and collusion, with some requests for the documentation being made after a substantial amount of time. L&L Europe has adjusted its procedures following the investigation, restricting the withdrawal postponement actions to the occasions when they are required by law or regulation. The investigation indicated that the AML risk assessment carried out by the bookmaker lacked clarity and relied heavily on financial thresholds and sampling rather than individual customer profiles. On one occasion, a customer transferred €5,236 within eight hours of receiving their account, using the funds of an account that had been opened two weeks before. The operator allowed the customer to deposit money from a gambling source without confirming whether the money was a result of salary, business, or savings. This customer provided false address details on two separate occasions in the attempt to collect the funds that the operator had previously blocked. The authorities observed discrepancies in relation to the gambling notifications in case of all of the seven domains owned by the operator. In one case, the customer made 84 deposits unsuccessfully over the week, but the system was unable to identify any signs of harm. In another case, the customer reached the limit in less than twenty-four hours, but there was no call made to him until two weeks. The report indicated that there were cases with a person aged 21 that lost €7,736 in three days and with an 18-year-old that lost €4,760 within 8 minutes. According to the report, L&L Europe was interactive during the investigation, gave up early and took appropriate measures.
