France’s National Gaming Authority (ANJ) and the Professional Advertising Regulatory Authority (ARPP) have renewed their cooperation agreement on gambling advertising. The ANJ and ARPP have been collaborating since 2023 as per a treaty on gambling advertising campaigns and public relations. Within the frame of the agreement, ARPP carries out independent monitoring of online gambling advertising to check if its campaigns adhere to the advertising charter of ANJ and applicable standards. Online gambling operators must submit the advertising and marketing initiatives to ANJ half a year prior to the launch so that the regulator can review them according to ARPP guidelines, while the two parties coordinate with each other when it comes to any issues regarding the campaign’s compliance with French gambling law and advertising standards. ARPP has the right to ask ANJ for its opinion on particular advertising campaigns, but this should comply with confidentiality principles. From 2026 onward, the agreement will also govern the cooperation regarding JONUM, the initiative of ANJ regarding official regulation of online games that utilize sellable digital items. The initiative touches upon new market practices utilizing both blockchain technology and NFTs and crypto products. French legislation prohibits any gambling advertising from showing gambling as a means to financial security, social success or an alternative to employment.
