Finland Prohibits Estonian Operator MagicPoro for Targeting Locals

Finland has hit Estonian operator MagicPoro with a prohibition and a conditional fine over the company’s unlawful targeting of players in the country. This is notably the first such order to be issued in Finland since the passing of its new gaming laws last year. MagicPoro Found Itself in Hot Water According to a report by NEXT.io, Finland’s National Police Board (NPB) has cracked down on MagicPoro, arguing that it has been targeting local customers. While MagicPro is a company that is licensed in Estonia, Finland’s Lottery Act does not allow it to actively target Finnish players. In 2025, the NPB initiated an investigation into MagicPoro’s gaming brands, which include Pelikaani, Pelikioski and Bigwin. The body understood that these brands operated in breach of the law and tried to contact MagicPoro. The gaming operator, however, did not respond initially. Several months later, the company finally responded. In its response, the company asserted that its content was not targeted at a specific country. Additionally, MagicPoro said that it had told its partners to stop publishing content in the Finnish language. MagicPoro Content Remained Live Despite what MagicPoro said, the NPB continued to find significant marketing in the following months. This included two campaigns that promoted the Pelikioski brand across the Viralify platform. While affiliate sources told NEXT.io that MagicPoro had indeed been asking partners to remove Finnish-language marketing content, substantial material seems to have remained live. The NPB also discovered that MagicPoro was behind another site called Pottila. Because of that, the NPB opted to prohibit MagicPoro from marketing its services in Finland, which is the first time it has imposed such a ban since the Parliament approved Finland’s new gaming law in 2025. The company has therefore been ordered to stop targeting Finnish players, lest it face an EUR 1.2 million fine for non-compliance. The fine will have to be paid only if MagicPoro is ruled to have violated the prohibition order. At the same time, MagicPoro will be added to a payment blocking list, which will effectively prevent Finnish payment and financial services from processing bets. To top it all off, the current order might affect future licensing decisions, should MagicPoro decide to apply for a license once Finland’s commercial gaming market launches.
